  Passage 8

Today there are policemen everywhere, but in 1700, London had no policemen at all. A few old men used to protect the city streets at night and they were not paid.

About 300 years ago, London was starting to get bigger and more and more people began to

live there. The city was very dirty and many people were poor. There were so many thieves who stole money in the streets that people stayed in their homes as much as possible.

In 1750, Henry Fielding started to pay a group of people to stop thieves. They were like policemen and were called Bow Street Runners because they worked near Bow Street.

Fifty years later, there were 120 Bow Street Runners, but London had become very big and needed more policemen. So in 1829, the first Metropolitan (or London)Police Force was started with 3,000 officers. Most of the men worked on foot, but a few rode horses. Until 1920 all the police in London were men.

Today, the London police are quite well paid and for the few police officers who still ride horses, the pay is even better than for the others.

  Passage 9

“In only six days I lost seven pounds of weight.” “Two full inches in the first three days!”

These are the kinds of statements used in magazine, newspaper, radio and television ads, promising new shapes and new looks to those who buy the medicine or the device. The promoters of products say they can shape the legs, slim the face, smooth wrinkles, or in some other ways to add to beauty or desirability.

Often such products are nothing, more than money—making things for their promoters. The results they produce are questionable, and some are dangerous to health.

To understand how these products can be legally promoted to the public, it is necessary to understand something of the laws covering their regulation. If the product is s drug, FDA(Food and Drug Administration)can require proof(证明)under the Food, Drug, and Cosmetic Act that is safe and effective before it is put on the market. But if the product is a device, FDA has no

authority to require premarketing proof of safety or effectiveness. If a product already on the marker is a danger to health, FDA can request the producer or distributor to remove it from the market voluntarily, or it can take legal action, including seizure(查封)of the product.

One notable case a few years ago involved an electrical device called the Relaxacisor, which

had been sold for reducing the waistline. The Relaxacisor produced electrical shocks to the body through contact pads. FDA took legal action against the distributor to stop the sale of the device on the grounds that it was dangerous to health and life.

Obviously, most of the devices on the market have never been the subject of court proceedings, and new devices appear continually. Before buying, it is up to the Consumer to judge the safety or effectiveness of such items.

  91. It can be inferred that ads mentioned in the text are ( )

  B. costly

  C. unreliable

  D. illegal

  A. The Court is in charge of removing dangerous product.

  B. New products are more likely to be questionable.

  C. The production of a device must be approved by FDA.

  D. The promoters usually just care about profits.

  93. FDA can ask for the proof of safety and effectiveness of a product ( ).

  A. if it is a drug

  B. if it is a device

  C. if its consumers make complaints

  D. if its distributors challenge FDA‟s authority 94.The Relaxacisor is mentioned as ( ).

  A. a product which was designed to produce electricity

  B. a product whose distributor was involved in a legal case

  C. a successful advertisement of a beauty product

  D. an example of a quality beauty product 95.The author intends to ( ).

  A. make consumers aware of the promoters‟ false promises

  B. show the weakness of the law on product safety

  C. give advice on how to keep young and beautiful

  D. introduce the organization of FDA

  Passage 10

It seems that politicians around the world are thinking about the health of their countries. While in China, Chen Zhu has announced his plans for a universal health service and reform across health services. Gordon Brown, the UK Prime Minister, has also announced he is planning

to make some changes in our health service.

The crux of Mr. Brown's proposals is to giving the NHS(National Health Service) a greater focus on prevention, rather than just curing patients.

He is planning to introduce increased screening for common diseases such as heart disease, strokes and cancer, for example, breast cancer. In Britain there are 200,000 deaths a year from heart attacks and strokes, many of which might have been avoided if the condition had been known about.

Initially, the diagnostic tests will be available for those who are vulnerable, or most likely to

have the disease. One example is a plan to offer all men over 65 an ultrasound test to check for problems with the main artery, a condition which kills 3,000 men a year. The opposition have criticized Mr. Brown's proposals, saying that they are just a trick, and claiming that there is no proper timetable for changes. They also say that Mr. Brown is reducing the money available for the treatment of certain conditions while putting more money towards testing for them.

The NHS was founded in 1948, and is paid for by taxation. The idea is that the rich pay more towards the health service than the poor. However, in recent years there has been a great increase in the use of private health care, and it's much quicker. The NHS waiting lists for operations can be very long, so many people who can afford it choose to pay for medical care themselves.

  96. The underlined word vulnerable the fourth paragraph probably means ( ).

  A. sick

  B. weak

  C. wounded

  D. old

  97. All the following statements are true except that ( ).

  A. all people should pay for their health care at the NHS

  B. some people are against the reform of health care

  C. the writer is likely to come from Britain

  D. more money will be spent on testing people than before

  98. Which of the following is the reason for the increasing private health care?

  A. People are paying more attention to their own health.

  B. People are well off enough to pay their health care.

  C. The NHS was not available for most of the people.

  D. It's not so convenient for people to go to the NHS for their health care.

  99. According to the passage, the purpose of the health reform plan in the UK is to ( ).

  A. encourage more private health care

  B. focus on the prevention rather than on curing the patient

  C. deal with the main artery problems

  D. fight against the opposition in the UK

  100. The author of this passage intends to tell us ( ).

  A. the NHS should be reformed right away

  B. more and more people are dying from diseases

  C. the plan to reform the NHS in the UK

  D. the criticism of Mr. Brown‟s proposals
